Kent Robey, Dir. of Emergency Management

The Office of Emergency Management is a part of Bedford County administration. Kent Robey has been the Director of Emergency Management since 2023.

This office provides vision, direction, and subject matter expertise in the field of emergency management to heighten Bedford County's state of emergency readiness. We provide proactive leadership in facilitating and coordinating a regional approach to emergency management.

Robey is also the staff liaison for the Bedford Local Emergency Planning Committee (LEPC). The committee meets quarterly and works to ensure that all acts required by SARA Title III, the Emergency Planning and Community Right-to-Know Act of 1986, are complied with and that all necessary work related to developing a comprehensive chemical emergency response plan for the Town of Bedford and Bedford County is accomplished.

Enhance Emergency Response Coordination

The Office of Emergency Management (OEM) coordinates and implements a wide range of activities to ensure an adequate and timely response to significant emergency events.

In the event of a major emergency, OEM activates and manages the county’s Emergency Operations Center (EOC). When activated, the EOC becomes the coordination point from which all emergency planning, resource management, and continuity of operations activities are accomplished.

Conduct Emergency Training & Exercises

The Office of Emergency Management (OEM) helps coordinate emergency training, simulations and exercises necessary to prepare first responders, county agencies and partners to carry out their identified roles and responsibilities outlined in the county Emergency Operations Plan.

OEM is responsible for the design, development, and the facilitation of training and exercises to test emergency plans and procedures.

Facilitate Public Education & Community Outreach Programs

Recovery Coordination

The Office of Emergency Management serves as the County coordination point for federal disaster relief and recovery programs.

Following a declared emergency, OEM provides leadership in the recovery of County disaster funds, promotes Individual Assistance Programs, and assists FEMA recovery teams. OEM works with County agencies to promote disaster resistant mitigation programs such as flood plain management, dam safety and debris management.
