In 2021, Bedford County engaged a consulting firm to assist with the development of a strategic plan.

This plan outlines our priorities for 2022-2024. It includes six goal areas, and each goal area has multiple objectives and initiatives.

We are tracking our progress with this plan through quarterly updates from County staff. Learn more about each goal area below.

Goal Area 1: Accountable and Responsive Government

Goal: Respond to community needs efficiently and effectively through high-performing talent, sound communication channels, fiscally responsible practices, and reliable technology.

Objective 1.1: Improve the Bedford County website

Objective 1.2: Implement a community engagement strategy

Objective 1.3: Enhance communication and collaboration with key partners

Objective 1.4: Continue financial stewardship

Objective 1.5: Modernize internal processes and procedures

Objective 1.6: Recruit and retain high-quality employees

Objective 1.7: Improve technology

Objective 1.8: Implement a process to measure efficiencies throughout the organization

Goal Area 2: Safe & Prepared Community

Goal: To protect and enhance the well-being of individuals and families through sufficient and reliable emergency medical services, law enforcement, and quality partnerships.

Objective 2.1: Support volunteer fire departments and emergency medical services

Objective 2.2: Strengthen partnerships with law enforcement, schools, and social services to address the needs of high-risk children and families.

Goal Area 3: Promote Education & Workforce Development

Goal: To enrich the lives of others and increase the chance of individual success through quality schooling, opportunities for professional development, and access to suitable employment

Goal Area 4: Protect Natural Resources & Agriculture

Goal: To preserve and enhance the quality of life, the natural assets, and provide support for the agriculture community through policies and enhanced partnerships

Objective 4.1: Improve community knowledge on the benefits of preserving viewsheds, greenspace, and agricultural land

Objective 4.2: Protect water quality throughout Bedford County primarily with Smith Mountain Lake and Leesville Lake

Objective 4.3: Promote and optimal and supportable development pattern

Goal Area 5: Grow Business Climate

Goal: To cultivate the business community by proactively engaging with individuals, businesses, and partners to maximize opportunities for investment and growth.

Objective 5.1: Enhance relationships and communication with State entities and internal County departments to improve the permitting process and timeliness of plan permit reviews

Objective 5.2: Expand Economic Development Authority Strategy

Objective 5.3: Create a redevelopment plan for Montvale (i.e., fuel tanks that are abandoned)

Objective 5.4: Expand tourism initiatives

Objective 5.5: Work toward the redevelopment of Body Camp and Montvale school sites

Goal Area 6: Optimize Infrastructure

Goal: To have a viable community by meeting the needs of residents and businesses through enhanced connectivity, re-use of desirable land and reinvestment to meet future land planning needs

Objective 6.3: Manage comprehensive growth strategy with transportation partners
