Position Summary
Performs intermediate technical work in the review of plans, inspection, and enforcement of erosion and sediment control and storm water management practices to ensure compliance with legal standards, does related work as required. Reviewing erosion and sediment control and storm water management plans; inspecting pre and post land disturbing activities for code compliance; providing advice and information relating to erosion and sediment control; preparing and maintaining records and files. Work is performed under the supervision of the Natural Resources Engineer.
Essential Duties and Responsibilities
- Receives calls from contractors, homeowners, developers, answers questions, provides information, and schedules inspections.
- Ability to comprehend and interpret approved construction plans and inspect work in progress for compliance with approved plans and code requirements
- Issues notices of violations and stop-work orders, if necessary.
- Reviews plans for residential, commercial, and industrial uses for compliance with land disturbing permit and post construction stormwater management requirements.
- Makes reports and keeps records regarding inspections.
- Performs related tasks as required at the request of the Natural Resources Engineer and Natural Resources Specialist.
- Accomplishes all tasks as appropriately assigned or requested by management.
- Participates in employee meetings and training as needed.
- Performs special projects as assigned.
- Meets attendance requirements, and division standards of operating procedures, and maintains the highest level of dependability.
- Consistently demonstrates ability to respond to changing situations in a flexible manner in order to meet current needs and reprioritizes work as necessary.
Qualifications
Education / Experience
Any combination of education equivalent to a high school diploma or general education degree (GED) and some experience in enforcement of environmental codes.
Knowledge / Skills / Abilities
General knowledge of erosion and sediment control standards and regulations, wetland, storm water and flood plain management regulations and related laws and ordinances. Ability to read and interpret plans, specifications and to check hydraulic calculations of ordinary complexity and to compare them with the construction in process.
Certifications / Licenses
Possession of a valid appropriate driver's license issued by the Commonwealth of Virginia.
Possession of current certification as a Dual Combined Inspector certification from the Virginia Department of Environmental Quality . If application does not have the required certifications, they must obtain Dual Combined Inspector certification from the Virginia Department of Environmental Quality within one year of attending the training course. The inspector is required to attend the training course within 6 months of hire.

Environmental Factors
The worker is subject to inside and outside environmental conditions, and noise.
Special / Additional Requirements
Subject to a complete criminal history background search and drug screening with acceptable results.
Ability to contact owners, contractors, and the public; establish satisfactory working relationships, firmness and tact in enforcing codes and ordinances.
